In January 2002, Congress passed a new federal education law, The No Child Left Behind Act of 2001, (NCLB). The purpose of this letter is to inform you about specific provisions in the new law regarding Public School Choice and Supplemental Service Providers for eligible students.
The No Child Left Behind Act of 2001 requires state and districts to adopt grade level standards, use effective methods of instruction, and annually assess student's progress towards meeting those standards. Based on the State accountability system, schools that do not make their Adequate Yearly Progress (AYP) for two consecutive years are identified as Program Improvement Schools.
Identification for Improvement (Failing to make AYP for two consecutive years in either English language arts or mathematics will result in a school being identified for improvement.)
*Schools in their second year of identification must offer parents of eligible students: Public School Choice - the option of transferring to a neighboring district willing to enroll eligible students OR
*Supplemental Education Services for qualifying students who remain at the Program Improvement School. As required by law, we are offering parents of eligible students, Supplemental Services (tutoring) for qualified students.
The District will cover the cost of the Supplemental Education Services (SES) Provider. (Cost will not exceed the amount of funds available through Title I for this purpose.) Transportation costs will be the responsibility of the parent or guardian. Students who are eligible for SES must meet the following eligibility criteria:
*Remain in attendance at Beecher High School for the 2009/2010 school year and be one of the lowest achieving children [Section 1166, sub section E (ii)] as determined by grades and test scores and have Low socio-economics status [Section 1116, sub section E (ii)] as determined by Free and Reduced Lunch eligibility.
